ok this one is a bit more implausible but what if some of the ips had special units?
maybe like tutonburg, uruks...sus... imma keep this short but what if there were some ips whom just has like 1-2 special units every era or so, since they do keep spawning all the way into the early modern era. this is just a vague idea so i won't go into detail about this one so yeah

agreed. maybe make it a reward for being their patron or able to be recruited as mercenaries since now mercenaries are kinda useless

yeah there isn't much reason to not just conqure them since its.
A: free land
B: helpful for stars
C:needed to be delt with if they are hostile since even if they dont attack you, they could attack neighboring allies and others you dont want them to

and D: they could take up space for a good city you want or have a wonder they can't really use
