Self explanatory, some cities across history only survive based off of exports and this dynamic would create interesting dependencies, maybe your neighbor has a city in the desert and you supply them with the food needed to survive and then out of nowhere they attack another one of your allies so you just put an embargo on them until they behave. That and with the new plundering mechanic maybe you could create blockades to prevent food from entering an enemy's territory.
