New project: fabricate leverage

Right now diplomacy culture is the only one that can't gain stars actively. They rely on others generating grievances or getting inside DMZ. What about after you make embassy, you can use production to fabricate leverage to other players. That way diplomacy culture will be more viable because now they have active means of generating leverage. The only downside is leverage generated via fabrication can't be used as grievances
