When playing the game, you have cities in which you want to build infrastructure and districts. This is a trade-off. In the mid game, there are already a lot of infrastructures unlocked and you also unlock the colony plan with the feudalism technology. This tech makes it so that all infrastructure from the previous eras are pre-built in your new city.
If you have a city which you take over from the AI or you have a city which is producing a lot of units, it might not be so developed with infrastructure. Currently, a good way of getting your city up to date with infrastructure is to burn it to the ground and plop down a new city with colony model or later colony plan, colony blueprint or colony grid.
This seems a bit odd so I would like to suggest to make infrastructure x% cheaper based on your current era vs the era the infrastructure has been unlocked.
First idea: Make it that the first era difference gets 10% discount, 2nd 25%, 3rd 50%, 4th 75%, 5th 85%, 6th 95%.
[Edit] A better idea might be to integrate the discount with the colony techs. With a tooltip saying something along the lines of: "all infrastructures from previous eras are 15% cheaper." If the percentages would stack commutative, you would get similar results as my first idea.
From emersion perspective it can be justified because over the years, with more technology, people have become more efficient in building infrastructure which they have been building for centuries. And disincentives people to burn down their main square.
