Step by step of the bug
Step 1
Coop partner unlocked chips and equipped them in their game.
Step 2
They joined my game.
Step 3
We started the run and when they checked their character menu, they did not have their chips.
Step 4
I checked their character in the menu and could see the chips.
Step 5
Noted no character changes from base stats as well, not sure if it shows that though.

Coop partner was not able to see their character's chips they equipped but I could as the host. They were Sweeper and using the movement speed increase. If the stat screen shows increases to stats then the chips were not working as well, not sure if the screen shows stat changes or not.
