I would agree that urkans and icewang are kinda border line okay but at the same time its also like they arent centaurs and not mounted by anyone or mounting something...
Same with a other few races might have units that arent mounted but are also called "cavalry"... and yet the roving clan's s3 unit is an "infantry" despite being on a giant mount....
As far as I can tell, they are called "cavalry" by their purpose more than their physical composition of being a mount and rider. For comparison, many armies all over the world used to call certain armored forces "cavalry" (and I believe some of them still do.)

TAking a wild guess here, that loading screen tip is probably a leftover from an earlier design.

As far as I recall, the Production Reduction cost of the tooltip only says "in city," not "on Empire."
I know that EL's (and ES2's) tooltips can be difficult to read given the quirks of the parser that creates them from the game data, but in general if it does not say "on Empire" in an "on city" effect, that effect applies only locally.

Unfortunately the map editor and custom maps are broken even in single player at the moment.

I haven't used the map editor in a long time, and it's not fully compatible with Inferno, but I am fairly sure that to have a valid map, every tile does need to be assigned to a region.

sorry that I did not reply to your post sooner. I only got around to checking the modding section of the forum today.
You can already see the output of Fungal Blooms in your city UI:
I do admit that it may not be immediately obvious that you can find it there, as Fungal Blooms are indeed not full City Tiles. That they are not "Exploitations" in the sense it is usually used in game was a design choice, as otherwise Fungal Blooms would have become too strong with all Tile Output improvements, especially given that the Mykara Main Quest rewards a technology that gives you 4 times the FIDS yield on Fungal Blooms (be warned though that this does not show on the map FIDSI overlay).
I will talk to the team about the main output tooltip conflating actual city tiles and fungal blooms, as well as the Teleport tooltip.

I had almost forgotten about the custom maps.
Inferno was made by NGD in collaboration with Amplitude, so I am not entirely sure who would be responsible for updating that. I'll ask around when I get the chance.
