A water race would need an entire framework around it, to not just be another faction on top of what's existing, but actually bring a new flavor of gameplay. This expansion being all about winter, it was only suitable to have the faction tied to it.

Also, the Broken Lords are basically energy beings, corrupted by Dust as they are...

All the designs looks really cool, I was a little scared for the city to look bad after seeing the concept arts ^^' And the Allayi gameplay looks awesome too
