I understand that "unemployed" population (aka non dust, non food, non industry, non science and non diplomatics) can produce manpower but I don't know how to stack that. It's a day to day resource. You can stack troops or civil servants but it should consume population, and be a dust faucet, no ?



Say burn a population point to produce 10 manpower and each manpower point eat 1 dust/turn ?



I'm trying to understand what it is and how it works :/


That's not the impression I got. The first line in the GDD is you can generate up to a certain maximum.



If you're asking from a lore perspective, it wouldn't consume any more resources than any other government worker. They're going to earn their wage, and eat the same amount of food.



Gameplay wise, seems to be a resource all its own, so I'd assume it consumes no separate resources on its own, same as how your scientists don't consume more Dust despite requiring advanced materials, or how your industrial workers don't eat more food despite the increased calories burned.

I think because they're specifically soldiers. A ship requires crew, regardless of its role. Only an invasion would require soldiers. The opposite is true for a planet (A planet requires no crew, but does require soldiers).
