There's also the Unfallen that will most probably fill the Ecologist niche. 

As for the Timelords or Horatio if I were to guess, I'd say that Horatio could be a mix of Religious/Ecologists, but Timelords are the great unknown.

There is Dictatorship, Democracy, Republic and Federation. 

After reading the Emperor's bio in the wiki, a Confederation came to mind as their government type but I think Federation is mostly the same thing? It's the same government type as the Vodyani so IMHO it fits them well.

My prediction is that in the next patch we'll be seeing the UE and they'll be Industrialists/Militarists.

They seem like an even more of a "vanilla" race than the Sophons and so I guess would be easier to implement first.

The Z'vali was just showed this afternoon (tweeter ftw, guys).

There's 8 factions and 16 subfaction planned, not 12/36.

24th of November: The United Empire is revealed as the 5th Major Faction, this I predict!!!

They're going to be either Industrialists or Militarists.

There might also be another Minor Faction added with this patch.
