So I have cold war going on with Horatio (had war but turned into cold war through cease fire). I'm at active war with UE. I see UE fleet laying siege to a Horatio owned system. I wanted to keep Horatio faction alive for trading partner so I went to engage the UE fleet...



However, when I got there, I could only fight back when UE engaged my fleet. I couldn't start a fight on my own. On top of that, they were on blockade option so I can't move out of the system either. Is this working as intended or is it a design oversight?

If you don't have open border treaty with the Horatio and your fleet is stuck in his coloured territory you cannot do anything there unless you open his borders or go to war again with him. It is intended I think.
