Industry Minister turning planets into Artic

I noticed on my current game I have 3 systems each with 5 Lava planets which I've designated Industry 30+ turns ago.

I ignored them mostly & I've just noticed that

1 system is now entirely Arctic

1 System is Tundra & Artic

The last system is Arctic with 1 Lava which the AI is currently turning into a Desert



I've ended 2 turns & the AI isn't terraforming them further, & I don't have Terran/Jungle/Ocean.

The systems all had 100% morale before the AI got ahold of them



Are the AI Minster's broken? They used to work fairly well

Or is Arctic the new Industry Planet?







Also previously in this game I have a new outpost with weather station & the the 10pt industry imp built but with Low morale, I assign the Balanced or the Dust Minister & it immediately tries to colonise another planet (Barren etc with no +morale bonuses) rather than building a +Morale, Food or Ind Imp



Usually the AI Ministers work quite well.

EDIT - I've played a few more turns, I'm 2 techs away from Wormhole linking.

But I ordered my Imperator that I'd just built to move halfway across the map, It was built next to a wormhole & it used it to move to a different wormhole halfway across the map

Yikes! I have never once used a minister, and after reading your post, my streak shall continue! So, sorry, I can't be of any help.

I use Ministers once micromanaging gets annoying. Usually the ministers work quite well, Its this current game the ministers are wacky



But if it isn't a recent patch's bug & it's this game specific then you 2 should try them, They arn't as good as a person but they are quite useful

Well, there's little the Governor can do because of how the Planet-Type-Tiers are designed:



The problem with the tiers is, that only Tier 1 and Tier 5 have a planet-type for every specialization.

Tier 2, which is Tundra and Arid lacks the Science specialization.

Tier 3, which is Arctic and Desert lacks the Industry specialization.

Tier 4, which is Barren and Lava lacks the Dust specialization.



So when the Governor tries to upgrade from Tier 4 to Tier 1 it must go through Tiers without the right specialization.

In this case Tier 3 doesn't have any Industry-Planet-Type so it picks one of the others.

I understand that, But the governor upgraded the planets to Arctic, then stopped.

As the screenshot shows theres no further terraforming going on, I played another 20+ turns after this happened & the governor didn't terraform away from Arctic.





In previous games I've played, The Industry Governor keeps the planets at Lava (Lava is best Ind producer apart from Terran+recycle).

Then after I've researched Terran & food recycling the planets get upgraded to Terran (Food+recycle=




In this latest game that the Governor has gone silly & terraformed from Lava to Arctic then stopped upgrading
