Are alliances working properly in Disharmony?

Seems like there isn't a way to invite more than one faction to your alliance. Example - I created alliance between my faction (custom - Vaulters affinity) and Sowers, later I tried to invite Sophons to it but Sowers were completely against it (which is strange as they had great relationship between them). Tried inviting other factions and effect was the same - Sowers saying goodbye to my alliance (and again relationship status between factions I tried to invite and Sowers was great). I remember creating multi-factions alliances in vanilla game but with Disharmony it seems to be impossible... or maybe it is just my current game is bugged?

(making alliance with another faction doesn't change anything - my ally no matter the faction always refuse to let in anyone else to our alliance)

I don't see how the AI turning down an alliance offer some how indicates your game might be bugged? Diplomacy is different in Disharmony compared to vanilla and (IMHO) for the better.

I had great, peaceful relations with the Sophons, yet they wouldn't agree to a cooperation agreement. No problem. I used it as an excuse to attack them next in my current game.

This might be a case where, they don't want you or them to get more points for a diplo victory, and so try to prevent the alliance as they are trying to also win the game.
