According to the wiki, the ES version of the Vaulters is considered incomplete and will be free for everyone when they are finished. So its kinda like a mini Early Access.

I was under the impression we had to buy DOE in order to get the vaulters fraction. I bought DOE founder pack and the faction showed right up. I just bought the founders pack to get the additional faction, but doe is really good. It is like XCOM strategy intensity.

Same here. I have Disharmony and have wanted to play the Vaulters but did not want to buy DotE to get them. Love the game and the company but, here is hoping they come through on their promise soon.
