[Bug] Infinite Dust / Science! Incorrect system production by queue juggling

Alright, this bug is observable in any place where you can adjust a colony's build queue (either Empire Management or System View), and is currently a way to make essentially infinite amounts of Dust or Science.

To reproduce:

Clear a system's build queue.

Queue any item (in this example, a scout ship is fine), followed by an Industry -> Sci / Dust conversion.

Drag the scout in the queue to reorder it AFTER Industry -> Dust conversion.

Notice the Dust / Science production of the system increase as expected.

Drag the scout in the queue to place it back at the top of the queue, before Industry -> Sci / Dust conversion.

Uh oh! The displayed production of the system does not reduce...

Go back to step 3. Repeat as desired.

Click next turn.

I hoped this was just a display bug when I first noticed it, but after suitably buffing my system's Dust output this way and then hitting the next turn button, I was a little shocked to see my balance credited on the next turn! :eek:

The bugged production will persist through multiple turns, and will can only be reset by moving the Industry conversion around the queue directly, though this seems partly bugged too:

From the top to elsewhere in the queue: The system's relevant production will reset correctly to the base value, as expected.
From anywhere else in the queue to the top: No change to production will be applied at all, and your bonus production from the industry conversion is not granted.
