whenever I play for an extended period of time, say 4 to 5 hours, my fleets manage to get all bugged out and refuse to move... anyone else having the same problem?

Press the Shift button a few times. It's a very well-known bug. There's not many fixes for it short of Shift, and then Saving/loading, then restarting the game.
