Ok, maybe I missed something but it says that the Horatio's gameplay is "Expand" yet there racial ability "Anti-Expansionists" kinda goes against that. Can anyone clear this up? Thank you

It is just bad wording, really.

The Horatio are expansionists in the sense that they have the fastest population growth rate and are "anti-expansionists", because their ships are very costly.



It has been supposed several times to rename this racial ability, to clear up the confusion.
