I agree, this shouldn't be that hard to do either (I could be wrong, not a computer expert) but while I was hunting for what hotkeys were available awhile back, I found a trainer/hack that allows custom binding of hotkeys.. since the alpha version. I didn't use it because I don't know if its allowed but still if a hacker can do it all the way back in alpha it can't be that hard right?

it's should've been there since day one. at least F1 to F5 for the different main windows. I also really wouldn't mind being able to bind fleets and/or systems to a control group, for easy snapping around the map.
