As in, being able to share systems with allies. Perhaps requireing an alliance, and having said faction be at Close or Warm with your empire? Being able to build fleets in an ally's system to help defend against invaders would be nice.

nice idea but what happens when your not allies anymore? instead of building fleets there you could support war effort with temporay resource transfers and such. They are going to add the rally option to the game so your fleets will go where you want them to when they are built.
