I feel like it is too easy for multiple systems to become industrial giants, so my proposal is to have industry boosting structures (Not the universal ones as that counters their dust production) cost 2 or possibly 3 times of upkeep they do currently.

I never use them to be honest, i leave them doing nothing, so i know they are finished building something.

I thought you was referring to those options where they convert x into y or z into x or something like that.

When it comes to my fleet production, i never issues and i never lose fights, though i never play against players, i tend to find them too predictable to be worth playing against.

Well, real players are very predictable, players just pick what works and sticks with it, the AI uses all possible solutions, some work, some don't, which makes it refreshing when facing the AI, when facing players, its just too boringly predictable....making winning or losing......have a bad taste to it.

The last game against another player i had was on Star Trek Armada and it was brilliant, i lost in the end, but it was gloriously fun, then all the impatient rushers came on the scene and all the games are designed with them in mind now, so turtlers tend to get severely shafted.

Well it depends how you turtle, as an opponent who is able to obtain more resources then you because your turtling would obviously win.

But yea, games are often too fast for my liking these days as well.

what i mean by turtling is i take my time, i expand, one system at a time, make sure its developing and the population is increasing before i move on expanding, unlike others likely expanding 5+ systems at a time.

That can be bad, the bonus to resources gained very quickly will (as well as territory) expand and over run you.

I believe the problem is that expanding only has an approval malus to it, other 4X have financial problem that make it easier to develop existing systems over lots of new ones.
