Reduce spamming - fleet maintenance, attrition effects, slower deployment?

As a means of reducing the fleet spamming prevalent in the game I would like to suggest the possibility of requiring fleets to need to pay maintenance costs for the number of ships they employ, but also a maintenance cost per fleet as well - so that the number of fleets is reduced - there should be a maximum number of fleets any race would therefore be able to efficiently employ and these should be a drain on the economy whilst outside the hangers.



Also perhaps introduce attrition effects to undeveloped systems where large fleets suffer damage if they are stationed for a period in systems that are unable to support them. This might encourage systems to defend themselves using stations or whatever and keep their fleets to their large systems only thus requiring them to relocate to an attacked system. This would give players time to pillage systems etc without meeting loads of fleets.



Finally I think it should take at least a turn to remove ships from their hangers as well it shouldn't be immediate - possibly more than one turn if you are removing a large fleet form their hanger. Same for upgrading ships - this should take a while, not be immediate. This will encourage players to think ahead rather than dealing with a threat immediately by upgrading ships and employing them out of their hangers.
