Late game the time it takes to turn an outpost into a colony needs to be reduced. I think technologies for these could be spread amongst the trees other than the top one.

Agree. Perhaps an addition to the -expansion disapproval techs, seems they'd make sense there.

Honestly, I'd like to slow down that growth <..< as soon as they hit "colony" status, they lose approval rating due to expansion. Prior they don't give a rat's ass.
