EDIT: I realize in the title I used Taxation rather than Happiness, but they're very linked so for the sake of semantics consider it the Taxation-Happiness system or something.

Currently, I'm always trying to keep taxes as low as possible to maximize Happiness and thus FIDS meaning that aside from UE, it's almost always better to have the taxes lower. I propose changing the way taxes affects systems by having their Happiness limit the rate of growth rather than production. This would make it beneficial to keep taxes low as systems are developing, industry expanding, etc but raise them in established economies that are already maxed out.

Taxation only affects dust production and approval, if you can keep your people happy, then you can have both.

But then approval is linked to productivity, productivity is FIDS, taxation is linked to FIDS!

I think the current system is fine though.

It is indeed. If you are able to keep your people happy you are in for some serious Dust income. Serious as in 1500 per turn per system in late game with 100% happiness. Definitely worth the taxes I'd say.
