Frankly the trait is too good. You can get your opponents to declare a cease fire when you want it buying twenty turns of peace.



Eternal War should not be able to even talk to any other race. There is no talk of surrender, no talk of a cease fire, you know only one thing, conquer or be conquered.



As it is now, you might just want to call it, angry.

Nah, this is fine. "Endless War" is just the name of the trait, the description is accurate; "can't be at peace."



There are many real world analogs to this, the best example being North Korea.



NK isn't a wonton ravaging nation, occupying and launching strikes at all of their neighbors without reprieve. No, they are just at a constant level of "at war" with the world at large.



This is what the EW trait is meant to reflect.
