It was reported back in June:

http://forums.amplitude-studios.com/showthread.php?4195-adaptive-industries-bugged-or-annoyance

Right now if you get the technology Adaptive Industries your population stops growing. The tool tip for the improvement says it converts your "surplus" food to industry. If new room for population opens up, that food is no longer "surplus" in my opinion. As it stands the game sees it otherwise, and will continue to gobble up all your food.

I would rate this as a serious bug. On one hand, if you research all your terraforming technologies and you have already maxed out your population you might not notice this bug. But it is very likely a player will get Adaptive Industries prior to being able to build "Living Habitats" in the expansion tech tree. An improvement that costs 11 dust per turn should never harm you, but running while there is potential population growth is doing just that.

Ideally it would "auto-magically" turn off Adaptive Industries when there is potential for population growth. An acceptable (although more annoying) alternative would be a toggle-switch. Currently you must realize that there are potential population points being unfilled, then manually find and demolish the Adaptive Industries improvement, then let your population grow and rebuild it.

By implementing the tech required to fix this problem, it will end the aggreviation of having to do all that micromanaging to get your population to grow in the end game (the part of the game where you already have a sprawling empire with enough to do). Also by having the fix in place at the core level, modders can take advantage of the tech you put in place there.

I read about the proposals for the expansion pack, and a lot of the features sound very exciting. But I "really" hope this bug can take a little priority and be addressed soon. This bug's existence really sucks life out of the end game.

Agreed. Also, the AI managing my systems insists on building the improvement despite pop on all planets not being maxed out. This is something which should never happen and the improvement in my opinion should only convert surplus if this is required and otherwise automatically use it to increase pop size.

In my mod I have tought the AI to

a) only build it when Max-Pop is reached

b) like Supercities more than A.I.S. so they build it first when both are available

c) research the bottom tech-tree a little faster so Supercities are available before A.I.S

That actually was a lot of effort to work around a mechanic that just could work a little different.

Regarding the A.I.S., we're going to work on it in order to allow the pop to grow even if it's build.
