I agree mostly. I think you should have a chance (die roll rather than automatic) to get a ship related technology when you capture a ship. Not sure if you should get anything from a destroyed ship since it's obliterated and what could you really learn from space junk? I think when you conquer an enemy colony you should automatically receive one tech you don't have already.
I like the concept as well though I think I'd rather see that captured tech (via colony or defeated ships) reduces the research time of the skill that would unlock it. Collect it enough times your faction's scientists have researched it enough to be able to adequately reproduce it and the skill would be unlocked when a necessary prerequisite skill was unlocked. Bit more complicated but it does seem to add a bit more depth to colony and fleet defeats.
