I believe the techs you're referring to are on the left hand tech tree, on the upper portion, where the majority of the diplomatic techs are. They are often in the form of a structure that needs to be built to give you more routes though, rather than an entire empire upgrade from a single tech research.

trade routes are automatically created between you and another empire when you are at peace. You can get research to unlock improvements to increase the number of trade routes on a system (i forget off the top of my head where this is on the tech tree)
