I suspect they refer to the roots of Swiss neutrality and the socio-political dimensions of the Scottish Enlightenment. Early Modern Swiss point to the Peace of Westphalia, whereas reversing the two would instead direct our attention to the Congress of Vienna--not likely for Amplitude :)  Industrial Scots notably can coexist with the British and suggest possible representation for other sub-state cultures.

Yeah, I never really figured out how to use the Saboteur.

I built a couple to see what they could do but I never knew what to do with them. 

Their okay at capturing flags in combat and are a decent cheap garrison unit.

You might have this backward. Politics and player interaction has been a weak point since launch. While your pricing won't be too much of a paywall please take at least 5 minutes and discuss making this a free dlc, or even switching the content that you planned to launch for free as the paid package. This is a huge content gap. Although I expect, that, give the lateness of it's inclusion as a dlc it was a lot more work than you expected. I will do my best to lean into the excitement of a much fuller/richer experience than focus on the absence of it for so long.

No those are good points all, and I'm happy to see both cultures in the game regardless of era placement! As long as it is done well and they add interesting options that is what matters the most.

 I do lament for the lack of what could have been a nice British Isles culture path though with Celts - > English - > Scots - > British now not being possible though :P
