I am attempting to raise war support through proposing a peace treaty that I know will be refused because the AI is hateful. However, when the treaty is refused no war support is generated and no grievance is raised. The civ in question is the brown player.

Furthermore on the next turn an anomalous event is raised where the city name is given as {o} and the actual city is taken not by me but by the civ I am trying to raise war support against.
