Built Bandari in my territories which I believe should be a Harbor replacement, but no option for naval units such as Mtepe exist in the menu for me to build... Is there a reason or is it bugged?

Mtepe is a special Naval Transport unit, it means that once it's unlocked, all your land units entering water tiles will change into it automatically.
