Well, from what we know so far it seems your culture's government type is based on where you fall on a 4-axis spectrum, sort of like the 3x3 grid of D&D alignment but with 4 options instead of 2. I don't remember what all the axis are off the top of my head, but I think they are Tradition vs Enlightenment, Nation vs World, Liberty vs Justice, and I can't remember what the last 2 are. Point is, you move along these axis based on the kinds of things you build and the choices you make during events.

I think the 8 value chart is Tradition vs Progress, Nation vs World, Liberty vs Order, and Individualism vs Collectivism.

I think there could also be government policies like the laws in Endless Space 2, although I have not played that game, only read the descriptions, so I don't know how well something like that would apply to, say, the Huns who didn't have a code of laws or the Phoenicians who didn't have a central government authority.

Politics in Endless Space 2 worked like this:

2.) Militarist, Religious, Pacifist, Ecologist, Science, and Industrialist are the Political parties that each come with their own set of laws your empire can enact once they are in power. Each party has a unique super law that automatically takes affect once in power. Example: Pacifists have the Super law thay allows an empire to force peace treaties if they have enough political currency to do so.

1.) Each insividual population in your empire has their own Political biasis to each party and their political motivation is affected by just about every action your empire takes/completes each turn. Example: One population may teally be into militarism and also against Pacifism, so Signing a trade agreement actually boosts Militarism ideology significantly more than Pacifism in the solar system... despite Trade agreements being considdered a pacifist action.

3.) How many laws you can have active in your empire, including neutral political laws, entirely depends on what type of Government your empire is. Example: Authoritarian/Dictatorship government can only enact one law on turn one; Democracy can enact three laws.

4.) Elections are held every number of turns depening on game speed. Each political party, outside of a dictatorship/autacracy, has a better chance to become a leading party the morr representatives they get in the senate.
5.) Heroes can become the official representatives of the Party that they share ideals with, which also opens up empire senate bonuses that the hero may have access to. Example: There is a hero that has a senate skill that makes every single population in your empire produce +1 industry as long as that hero is head of the leading political party in the senate.

I enjoyed Endless Space 2's political system. Especially seeing how different the political makeup of my empire could be in each playthrough depending on its population. While I don't have enough experience with game development to know whether or not an endless space 2 political system fits the settingnof Humankind , do hope whatever political system the developers settle on is the system they think is best for the game.

About Slavery: Slavery in Endless Space 2 wasn't so much a law, but a special trait that only one faction (Cravers -- the war focused faction) had access to.
