I was wondering how the exchange of territory would work in the game. If you want a certain territory that is attached to a city ( not an outpost), will you have to take over all the territories of the citiyto actually take control or can you take only on territory and flip it to your Civ? At that point will it become its own city with the same name, or downgrade to an outpost?Can you attach that one city to another city??
