I think the United nation should be there because it will give realism and cause dynamic change or effect on the game.

The UN will be established by early modern or industrial era and after establishing there will be the first resolution of the UN of working of UN like

The group of civ as governing the UN by one-time election

The elections after some number of turns.

The civs chosen will be given the power to propose a resolution or veto resolutions. Some resolutions will be available on conditions and these resolutions are like laws which we can break, if laws are broken the civ will face a penalty.

The UN can stop working if a big war starts and it causes stopping of the effect of the resolution passed.

The resolution proposed can also enact the quest and these are resolution as follows:

Embargo: Stops the trade with other civ trade to targetted civ.

Food Programme (appear as a quest):  Cities facing food shortage can be provided food for certain turns and other civ can give food.

Refugee resolution: If passed refugee will enter your city and become part of your city population.

Anti Rebel resolution (appear as a quest): The main agenda will be to defeat the rebel from that area.

Nuke Ban: If civs try to make nuke after its enactment can decrease the relations with other civs.

Anti-slavery: Force civs to stop slavery. If civ does not stop slavery can face penalties.

Saving minorities: Civs who have civic to crush minorities or tax minorities can face penalties.

Army on another civ territory: The civ will have to pay the penalty to the civ.

Ceasefire agreement: The civs at war forced to stop the war for some turns.

Demilitrization: The civs will be forced to remove military units from a particular territory.

Recognition: This resolution will help us to recognize city who breakaway from other civ.

What do you mean by :

Army on another civ territory: The civ will have to pay the penalty to the civ.

I expect this to be settled on basic diplmacy, like open borders or not?

Also I hope you can enact Embargo on basic diplomacy, while with this it would be International Embargo forcing people to issue embargo

Im not sure how you would handle elections, but i think each civ should get X number of vote at first;

Then you could buy extra vote with Influence

You could bribe vote from others civs with gold

There could be more law related to who get votes, like :

Democratic relevance: you gain X votes for Y pop

Technocracy: can buy vote with science

Anti-cooruption law: disable bribing votes with golds ?

Bribing could just be a basic diplomatic action

Just some ideas but something along those lines maybe if it doesnt make some people too powerful

There was an older thread discussing this in detail here, although it seems to be missing for some reason.

Army on othet civ mean intrusion of borders of other civ

Penalty can be like fall of trade , relationship, etc.

I want international embargo which is more impactful then self declared embargo.

Vote power can be gained by military size, trade, alliance, etc.

That's absurd. If the idea was incomplete then that means work on it more, not throw it all away and start over. And of course it's Civ centric - this game is a direct competitor to Civ. That's like saying a new car is bad because it has four wheels like other cars. Some people put a lot of effort into posts there and for you to throw it all away so that we can have an even more incomplete idea without other people's thoughts relating to the systems in Civ is rude.

Complains of old idea by people are very similar to civ 6 and the ideas presented by humankind are new type so I think there should be difference than civ like.

I will allow that thread again.

Whilst I like the idea of the United Nations it shouldn't be mandatory to join it.

Joining the UN should give all member nations some sort of bonus, additional gold and science generated from all international trade routes for example.

Electing not to join the UN means you do not gain those benefits but also means you are not bound by any of the diplomatic resolutions passed by the UN.

Not joining UN is like taking a disadvantage and cannot defend a resolution against us.

Voting Power in UN can be decided by giving donations to UN by player and other civs.

The voting power should either be equal for all (so that it become a catch-up mechanic) or it should be based on fame

If money will have role i think it is more effective, fame is good but little overpowering.
