If I could create my leader and provide info for how this leader rules. Then when I make decisions to support this model, support rises and when I contradict myself, support decreaes, this would make for a more thoughtfull tactical approach to the game.

To a degree, I think they already have something like this in the way you pick your civics and the fact that they can change/cause issues with enough cultural influence or not enough stability.
