I think devs would know this crack as I learned it somewhere else a few months ago. However it hasn't been mentioned in patches so far that's why I made this thread.



It's turn7, I have 1 outpost and 2 tribe units. I couldn't get much food, but instead I discovered some curiosities so I collected enough science stars to choose first culture and influence to found second outpost.



I created second outpost and chose Harappans. 



I turned the first outpost into a city,





And liberated the second outpost.



After a turn it turned into independent city.



Since there's no population, I can simply take down the city.



So, turn 9, two cities. If you collect 85 influence you can start with 3 cities(5+20+60), and trust me it is not hard at all if you know how to hunt Mammads. You don't need the influence to turn outpost into city if you use liberation. It's broken. What's even worse is, Since "Cultural Blessing" civic is unlocked by capturing foreign city, you can choose multiculturalism(+10 Influence on Main Plaza and Administrative Center of originally Independent Cities). Those liberated cities are considered as independent cities so it gives you massive influence too. choose Archaemenid Persia in classical era, research Philosophy, unlock Leadership civic and choose Small Council. Now you got 6-7 cities with several outposts attatched.
