Enable building Nature Reserve when the city is Mutinous. Otherwise there is no way out of the deadlock caused by pollution.

So glad that Nature Reserves got added to the game (even though their ability to consistently reduce pollution is somewhat magical).


With that said, you could probably get some stability by building Garrisons over existing districts, but that's probably rather undesirable. I do think allowing Nature Reserves in a mutinous city would be great, just that technically you're not all out of options yet.

Yeah I just build up a army of garrisons and have them reduce it. But I also am aware of pollution and try to get nature reserves up as soon as I can before pollution gets out of control. Personally I think pollution hits way too hard. At low pollution

Yes, you can build garrisons. I love them, I always prefer them over the commons district. But the issue here is that I am getting the unrest because of the pollution and I can't build anti-pollution buildings to combat it directly. That doesn't make sense. Both game mechanics wise and for roleplay reasons. If people are unhappy because of pollution I am very sure they would be happy with building something that battles the pollution.

I think this is an oversight on devs side, not a deliberate decision. Probably on the train with untested pollution system. I see it as a placeholder until they can fix it with a reasonable replacement.

IMO an easy fix would be to have Nature Reserves also provide stability and make them count as stabilizing districts :V
