There's a piracy event in the contemporary era. Which, in response to a pirate attack, allows you multiple options. One of those Options is to send in the military. This will give a temporary buff, but will always result in failure (according to the Wiki). I feel as if this event would be much more interesting, fun and interactive to the Player if there was an actual rng chance associated. "Gambling" on your military would give the option actual stakes. As is, it is just frustrating, especially so for players who did not read the event chain up on the wiki.

There need to be more 'gambling' in events in general, especially for events that have a more traditional approach as an option - they tend to get a 'No! You've chosen wrong!' follow-up, but it would be more interesting if there was more RNG involved, especially if it would depend on how consistent we were in our choices.
