I've created a map that corresponds to a fantasy world I've designed. Is it possible to turn a map into a scenario? For example, by assigning the 10 players fixed age cultures? So for each age predetermined which culture / people must be chosen.

That is something that is not possible with the current tools. There are a couple of mods from the community that replicate a similar thing. But again, that is using other tools that are not officially supported by us.
