I often like to plan where I'm going to setup my next outpost and city multiple turns ahead of when I can afford to actually place said outpost.  

This tool is really great!  It lets you at a glance browse over a few possible locations and see which would provide more food/production as a starting point.  However, if you don't have enough influence at this very moment, you get this instead:

I would very much like to see the original tooltip floating here *in addition to* the message saying I can't afford it.  This would reduce frustration when planning for the future and having to count up 7 hexes worth of food/production in 3 or 4 different spots.
