You have to research a specific technology to do that. Ships' descriptions are a bit confusing whether or not it is a military ship or transport ship. After unlocking ships it would be possible to embark land units. (unfortunately I forgot the name)

One in classical era can move 2 tiles and one in early modern era can move 3 tiles, with high-see capability. I hope this would be helpful.
