Why does enactment of monoculturalism influences the society toward world-focus, while enactment of multiculturalism leans toward homeland-focus?

Normally I would associate International Focus with Multiculturalism, and National Focus with Monoculturalism. However I'm not an expert on Society or human history, so I suppose I could be also wrong. Therefore, if it were a genuine intentional game design, at least some texts explaining why enactment of this/that affect the society in this way would be nice. For example,
 maybe explanation text like these> "Our cultural superiority should be proven by it's dominance not only within our border, but also in the entire world. Reject alien culture and spread ours."(therefore having international focus)& "whatever culture foreign people bring to our empire, it is irrelevant to us. We are focusing on internal affairs."(therefore national focus)

I've not seen that civic (it's impossible, it seems, to know what unlocks which civic) but I agree that does seem backwards.
