So far in this OpenDev, I think that explanations regarding Diplomatic Badge are poorly implemented.

Traitor Badge and its explanation, and how to obtain one.

Unfortunately, except for Traitor Badge, I had a feeling that all other Badges were left unexplained. For example,

This Badge is unknown. Judging from its appearance, I suspect it is related to Trade or Gold production? I could not find any kind of explanation in my gameplay.

Apparently there is another Badge called Hero Badge. I was able to identify it while reading pop ups of attitude toward my Civilization by other Civilizations. It was something similar to "want to earn Hero Badge"

Therefore, additional Tool-tips, which pop up when a mouse cursor is hovering on a Badge, would be useful. However, with the introduction of in game Humankind Wiki in the future, I am not sure how it would affect this situation. Player would be able to simply search "diplomatic badge" on Wiki and see every Badge, its effect, and how to obtain one. In that case, the benefit of having additional Tool-tips would become less important. (Although some still might find it useful, because every time a new Badge appears, no further searches are needed.)

There has to be a mouseover tooltip for these things. Hiding the explanation behind an action you have to select is not enough, yes.
