I found out that annoying thing from Endless Legend is still there.

When you are at war with a civilization, it could destroy your outpost. Then a third civilization could quickly build an outpost there preventing you from returning your territory (If you did not plan to war this third civilization too).

Thus you have to plan war so you have total domination or be ready to wage war with every neighbour. I decreases available methods to wage war. Thus I think it make game less interesting.

Please do something with it!

In particular when I first saw diplomacy screen I thought that the war would have some target, for example "to return" territory I previously insulted the neighbour with. And then this will to war would decrease and will in the end determine who lost the war giving up the territory on the bet.

Or at least use civ6 approach, when you capture the city and only could destroy it in few turns. Although it is only a partial solution as less developed outpost would be destroy faster but territory is valuable as a whole.
