Summary: assigning administrator to city provides no effect

Description: After winning war a conquered city has no bonuses from assigning administrator, additionally changing food status brackets (from plentiful to sustainance). Waiting a turn, flipping assignment nor winning war differrently (total annihilation, white peace, forced surrender) lead to no differences .

3. Assign administrator

Expected behaviour:

A 30-point boost in stability in target city was expected.
