Description: When declaring war on an overlord empire, you cannot enter their vassal's territory or attack units therein despite being at war with the vassal state

Steps to reproduce: One opponent must have a vassal. Declare war on that opponent. Armies cannot enter the vassal's territory.

Reproducibility: Uncertain, only had one game where one state ahs been vassalized.

Expected behavior: You are considered at war with both the overlord and vassal and should be able to attack or enter their territory.
