While trying out the English and the Haudesaunee, I was unable to construct their Emblematic Quarters. In case of the English, i wasnt even able to build the Quarter which is replaced by the Stronghold. 

Steps to reproduce: Enter Medieval/ early Modern era, select English/ Haudesaunee, open city screen.

Reproducability: 5/5 (happened even after i reinstalled the game)

expected behavior: I should be able to build Emblematic quarters

I had this same issue but only partially with the Khmer: most of my cities could build the Baray (which is crazy OP, btw) but several others consistently could not, even through re-launch of the game, despite having valid placements (They just require a river so far as I could see, perhaps there are other requirements which are hidden from the help text) Some other cities could build them in some places but not apparently valid others and it was not obvious why. Relevant save file: (I hope, I should have deliberately saved mid-era, sorry)
