Neolithic era enemy faction infinitly respawning

Description

After I denied my opponent the possibility to settle a city (ransacked all their outposts) I advanced over anccient into classical era. I keep beating their one army, but it seems to respawn in my land, I assume at their original spawn location.


Steps to reproduce:

1.be a very unfriedly neighbour and ransack all of an opponents outposts before they become cities. War declaration is not need (and not possible in neolithic era)

2. (probably optional: advance into new eras)

3. Kill every of them.

4. After the last army is killed, they respawn at their original starting location


Reproducability:

?/5 It's hard to test this, because you need vision of all armies of an opponent.


Expected behavior:

Opposing empire should be eliminated

I understand we expect enemy empires to be eliminated but I quite liked that during the neolithic when I died a few times that wasn't the end of the game and I could continue. I think that could be especially useful for multiplayer. Maybe an option to turn the feature on or off instead?

It's okay when everyone is in neolithic, but I don't want random armies in my empire once I've conquered all the land and build an empire. An army spawning inside my territory can't be intended behaviour.

Yeah this sounds like the same issue I experienced:

Immortal Enemy AI


Unfortunately from my experience that enemy faction will be endlessly respawning for the entire game, even when they themselves advance into future eras due to competitive era stars.

Yeah this is expected and you will respawn too if you get your last army (with no outpost) killed during the neolitic era, this is because major faction are not supposed to be easily eliminated at any point in the game and this is to avoid you pesky human player to bully too much our poor AI.

Neolithic tribes shouldn't be spawning in the Middle Ages. If they do need to re-spawn after available land has been claimed, have them re-spawn in an area that isn't claimed instead of having an independent state pop up.

Great for the neolithic era, but that behavior should maybe stop after a certain turn. It's not like the AI will get anything done with one unit after the player got 50 turns of developing an empire.

They should probably only respawn in a territory not connected to a city/controlled by another civ.  That way they stop doing it at a certain point.

If the idea is to avoid us dominating one of the AI players, then having them re-spawn in the same area over and over and over -- even after it's been claimed and all the area around it has been claimed -- doesn't fix that it just makes it worse.

I was able to reproduce this.


The AI players cannot be eliminated before they never created a first city (not outpost). otherwise their first scout will always repear on their starting location if all units get killed.
