[Description] Although the next culture has already been selected, in consecutive turns the effect of Legacy Trait does not activate. So far I found two malfunctioning Legacy Traits: Stock Wisdom of Dutch and Servant of Magnificent of Khmer

[Steps to Reproduce] Enter appropriate Era, then select one of these Cultures. Press NEXT TURN. Go to City management and check if it functions.

[Reproducibility] 5/5, attempted several times with different Saves or with the same save after complete Reboot of my PC.

[Expected Behaviour] Legacy Trait's effect should be active in all Cities.
