I believe this is at the end of the time limit of my demands for them to turn over the shown city "Dziban". No options are given to continue forward, and clicking on the icon with the two flags does nothing more than highlight the pin between yellow (selected) and blue(unselected).
Interestingly. The actual city name on the worldmap is "Khirtan".
I also had this "%MandatoryBinderDemandsRefusedDescription" showing up in PC/STEAM, V1.0.01.0059-S0 (with Polish language set), but it didn't break anything for me other than that the text is obviously missing its true description:
