Too annoying now. Caused me to ragequit by settling next to me. I didn't even know they existed. Tooltip said they were "violent, attack on sight." Lovely for an early game when you're still trying to learn! :(
Could they be closer to CIV city states? Engage in trade? Something beneficial?

This took me by surprise as well. But I guess it's inevitable that there are new things to learn in a new game. I am still working this out, but I think I underestimated the importance of grabbing territories with outposts as soon as possible. I went exploring thinking I'd go back and add outposts later, but with hindsight I think it's best to have a buffer zone of outposts around your cities as soon as you have enough influence. Then the Independent Peoples will be further away.
And you can have beneficial relations with Independent Peoples. You can hire them as mercenaries (very useful in the early game) and you can outright absorb them for a relatively small amount of influence.
