Apologies if this was covered in the larger feedback threads. I went through and checked the rest of the thread titles and didn't see this listed.

So in the Early Modern era we get the Colony Plan and the Settler units, which the tooltip says create a city with all the infrastructures from eras 1-3. In the Industrial Era we get, iirc, the City Plan which establishes a new city with all Infrastructures from 1-6. However when I used the first two options to settle on the other continent it did not create the infrastructures, though I did get the industry surplus which was enough for a few of them.

Is this intended behavior? The tooltip for the Industrial Era option mentioning eras 1-6, which would include the Contemporary era, leads me to think that perhaps this functionality was removed. I'm not super surprised though since I constantly found myself lagging behind in infrastructure building.
